I think this character looks like the cutout view of a large iron beam used to build high-rise buildings. It also looks like cutout view of a railroad rail.
工欲善其事，必先利其器 (Gōng yù shàn qí shì, bì xiān lì qí qì) A workman must first sharpen his tools if he is to do his work well. It can also mean one must have good tools in order to do a good job.
